Mi, dolje potpisani, ovim putem želimo izraziti ogorčenost  i zabrinutost zbog  sistematskog grubog kršenja prava i sloboda, torture i zastrašivanja kojima su izloženi pojedini građani i građanke Bosne i Hercegovine koji su tokom prve polovine 2014. godine širom BiH izražavali opravdano građansko nezadovoljstvo koristeći svoja ustavna prava na slobodu okupljanja i izražavanja (član 2. stav 3 Ustava BiH). Od februra 2014. godine, kada je krenuo novi val socijalnih protesta, građani i građanke su izloženi policijskoj i institucionalnoj represiji koja se prvo ogledala u arbitrarnim hapšenjima i premlaćivanjima učesnika i učesnica protesta, kontinuiranoj medijskoj cenzuri i nacionalističkom huškanju, a sada se nastavlja preko arbitrarnog sudskog progona iniciranog neutemeljenim i proizvoljno podnesenim policijskim prijavama. Čak i u slučajevima kada su pojedine (rijetke) savjesne sudske instance i sudije donijele odluke u kojima se vidi da su policijske prijave protiv građana i građanki besmislene i neosnovane, policija je počela vršiti pritisak na sudstvo i tražiti izuzeće sudija. Napominjemo da, ovo naizgled revnosno postupanje policije koja je premlaćivala građane i građanke tokom protesta, nije ustaljena praksa kada se radi o organizovanom kriminalu, korupciji i ratnim zločinima.
 
Ovim putem bosanskohercegovačke oligarhijske političke elite pokazuju svoje nasilničko lice čime sve više nalikuju huntama umjesto demokratskim institucijama u službi građana i građanki. Nakon decenija nesmetanog ubijanja građana i građanki Bosne i Hercegovine, uspostavljanja aparthejdskog režima, krađe društvene i privatne svojine, raspirivanja etničkih tenzija, sistemske diskriminacije i koruptivnog ponašanja kojim su doveli Bosnu i Hercegovinu na rub egzistencije, oligarsi na vlasti su odlučili zadati zadnji udarac preostalim demokratskim i civilnim elementima u društvu putem organiziranog progona. U zemlji gdje se slobodno šetaju ratni zločinci, ubice i mafijaški šefovi, gdje se sistematski uništavaju svi postojeći pristupi ljudskim pravima, oligarsi putem policijskih i sudskih institucija nalaze za shodno da se iživljavaju nad nemoćnim i osiromašenim stanovništvom ove zemlje koje je pokušalo javno iskazati svoje opravdano nezadovoljstvo.
 
U takvoj beznadežnoj situaciji u kojoj su političke elite apsolutno odvojene od građana i građanki Bosne i Hercegovine, kada se obaraju optužnice i presude za ratne zločine i organizovani kriminal (naročito u predmetima u kojima su inkriminisani politički lideri), obraćamo Vam se kao garantima mira u Bosni i Hercegovini i zaštitnicima ljudskih i demokratskih prava u svijetu da učinite sve što je u Vašoj moći da se ovaj sistematski progon i zastrašivanje građana i građanki zaustavi, te da nam pomognete da se konačno zaustavi destabilizacija države i osiguraju mir i sigurnost u Bosni i Hercegovini.
 
 
An open letter to:

Embassies of Peace Implementation Council’s member countries in Bosnia and Herzegovina;
 
UN Offices in Bosnia and Herzegovina, Office of the High Representative in BiH, OSCE Mission to Bosnia and Herzegovina, Office of Council of Europe in Bosnia and Herzegovina;
 
We, the undersigned, wish to express our indignation and concern over the systematic gross violations of rights and freedoms, torture and intimidation of the individual citizens of Bosnia and Herzegovina who, during the first half of 2014, expressed justified civil discontent across the country, using their constitutional rights to freedom of assembly and expression (Article 2, paragraph 3 of the Constitution of BiH). Since February 2014, when the new wave of social protests started, citizens have been exposed to police and institutional repression, initially articulated through arbitrary arrests and beatings of participants of the protests, ongoing media censorship, and nationalist agitation, and now continues through arbitrary prosecutions initiated by unfounded and arbitrary police reports. Even in cases where some (but rare) conscientious judicial instances and judges have adopted decisions which indicate clearly that the police charges against citizens are senseless and unfounded, the police is pressuring the judiciary by requesting recusal of judges. Please note that this seemingly zealous conduct of the police, that used considerable physical force against the citizens during the protests, is not common practice when it comes to organized crime, corruption and war crimes.
 
In this way, the oligarchic political elites in Bosnia and Herzegovina have been showing their violent face. They increasingly resemble juntas rather than democratic institutions that serve the public. After decades of undisturbed killing of citizens of Bosnia and Herzegovina, the establishment of an apartheid-like regime, theft of public and private property, incitement of ethnic tensions, systematic discrimination and corruption, which have all led Bosnia and Herzegovina to the edge of existence, the oligarchs in power have decided to use organized persecution as the final blow against the remaining democratic and civic elements of our society. In a country where war criminals, killers and mafia bosses walk freely, where all the existing human rights instruments are systematically destroyed, the oligarchs are using police and judicial institutions to mistreat helpless and impoverished population for their spontaneous attempt to publicly express their justified dissatisfaction.
 
 
In such a hopeless situation, with political elites absolutely detached from the citizens of Bosnia and Herzegovina, when the indictment and conviction of war crimes and organized crime (especially in cases where political leaders are incriminated) are being dismissed and overruled, we are writing to you as guarantors of peace in Bosnia and Herzegovina and human and democratic rights protectors in the world, to ask you to do whatever is in your power to stop this systematic persecution and intimidation of citizens and help us to finally stop the destabilization of the country and ensure peace and security in Bosnia and Herzegovina.
